OLEAN – Memo to Santa: Please, no reindeer hooves on the roof of the vacant Manufacturers Hanover Bank building.

The lid of the long-vacant, seven-story building at State and Union streets is on shaky grounds because of too many visits by workers over the past six months, City Code Enforcement Officer Ed Jennings told members of the Olean Urban Renewal Agency on Thursday.

As a result, some thought is being given to limiting access to the building roof, which serves as a platform for telecommunications companies seeking better cellphone coverage.

Jennings noted in a memo to the agency, which owns the building, that the rooftop is already compromised.

Meanwhile, the agency also learned AT&T has applied for a building permit to replace a battery pack and perform other infrastructure work on its rooftop equipment.

Jennings recommends a memorandum of understanding that would be signed by all concerned with access to the roof and a security deposit to ensure funding is available for future repairs.
