MAYVILLE – Members of the Chautauqua County Legislature on Wednesday amended a proposed local law that would have prohibited tobacco use on any county-owned lands.
At the regular meeting held in the Gerace Office Building, there was support for an amendment proposed by Legislator Thomas Erlandson, D-Frewsburg. He asked that the original proposal only include enforcement of no tobacco use in county buildings “with a roof.”
He said it would be difficult to enforce the local law on the many county hiking trails and forests and thought that it was more practical to ask that there be no tobacco use under the roof of any building or within 100 feet of the building.
The county maintains about 50 miles of hiking trails and about 50 miles of waterway trails. There are 822 acres of county forest areas.
The amendment was applauded by other legislators, who agreed that enforcement under the original proposal would have been difficult.
A county employee said that members of the CSEA union feel that this item should be negotiated as an employment term with people who work in county locations.
The local law will be rewritten with the amendment and will be placed on the agenda for the August meeting.
In other matters, Legislator Shaun Heenan, D-Fredonia, commented on the enhanced police services contract with Brocton and noted that there was no discussion and unanimous approval on the contract for $37,000. By contrast, there was a lengthy discussion and modification of a contract with Silver Creek at the June session.
Silver Creek just started a contract for police services with the county Sheriff’s Office. The monthly payment is about $91,000.
It was decided to spend $250,000 to finance design and planning for a new maintenance facility at the county barns in Falconer.
Legislators heard a report from Doug Bowen, chairman of the county Planning Board, who recommended that long- and short-term projects focus on improvements to county roads and bridges. He said that about 27 miles of the 500 miles of county roads need immediate attention. He also recommended work be done on 12 to 15 bridges in the near future.
