Forty-seven upstate New York hospitals and health care facilities, including 15 in Western New York, were awarded $24.5 million in incentive payments from Univera Healthcare and its Rochester-based parent for meeting or exceeding performance measures last year.
The payments were part of the Hospital Performance Incentive Program, or HPIP, offered since 2004 by Univera and Excellus. The program evaluates hospitals and medical centers on more than 250 quality measures including clinical performance and patient safety.
Univera did not break out the payments provided to the area facilities, which in 2013 included four Kaleida Health sites, three Catholic Health System sites, two Eastern Niagara Health System sites, Erie County Medical Center, Mount St. Mary’s Hospital in Lewiston, Roswell Park Cancer Institute, United Memorial Medical Center in Batavia, WCA Hospital in Jamestown and the Chautauqua Integrated Delivery System.
BlueCross BlueShield of WNY’s agreements and contracts with hospitals include incentives for meeting certain quality metrics, but those payments are, in many cases, folded into overall reimbursements and they are confidential, according to the insurer.
Independent Health said the company previously made its own direct payments to hospitals but in recent years has shifted to a new incentive program that follows a shared-cost reimbursement model.
